Introduction

Following the trend of emerging Innovative industry, the driving force of industry development and the national competitiveness is changing with the dawning of knowledge economy era. The key factors of industry value and core competition have been shifted from traditional visible form of land, capital and labor into the formless Intellectual capital steadily. The innovation is not only limited within the domain of science and technology, but also including the organization model and the integration of management functionality. Taking the fact of nearly 80% of Taiwanese industry is SME, which is established with much flexibility and seeming endless vitality. However, the entrepreneurship does not mean the operation will go on forever after established, nor it represents the international market is at its reach easily. The issue of how to build up a successful business model has becoming very important at the time of paradigm shift and the emerging of new industry.

 

For a long time, the support of industrial development policy from central government, or private incubation services such as incentive program, project assistance program, and the promotion program were all focus on the R&D of new technology and new product. The objective of international exchange forums, trade visit, conferences and other relevant activities sponsored by the government, or private industry were trying to reinforce the internationalization, and to assist Taiwan industry in sustaining growth and strength under the competition of knowledge economy globalization. But, if the resources dispersed in different phases of innovation, creativity, entrepreneurship, and the venture capital investment were not integrated, the end result will be failed due to ineffectiveness of connection and circulation.

 
Based on the valuable experience in promotion of Taiwan ICT industry, as well as the insight of developing an Ubiquitous Information Society, the Institute for Information Industry (III) at the helm of President Dr. J.S. Ke, who has profound knowledge of developing new emerging industry as well as assisting the incubation operation for ICT industry recognizes that Taiwan is in need of a large scale, open internationalized system/platform. Dr. Ke decided to consolidate Taiwan major R&D Institutes and academic to launch CONNECT TAIWAN on July 19 of 2005. The CONNECT TAIWAN platform is aiming for resource integration and exchange of creative, innovative, and entrepreneurship which include a complete industry life cycle and the value chain for development of entrepreneurship. Such integration is to bound entrepreneur, venture capital, and the relevant consultant service together in one platform. The end objective of CONNECT TAIWAN is to help both entrepreneur and venture capitalist whom with potential of internationalization to connect with international network in searching for strategic partner needed in international cooperation.
